BIOGRAPHY
Ms. Smith retired from the Washington State Patrol (WSP)
on December 31, 2007 and began working for the Washington Association of Sheriffs and Police Chiefs
(WASPC) on January 15, 2008. For WSP, Joan worked on technology projects to facilitate the collection and dissemination of criminal justice information and she was
the manager of the Identification and Criminal History
Section Training Unit. For WASPC, Joan continues to work
on programs to improve criminal justice information sharing and support law enforcement agencies. She has a Bachelor
of Arts degree from the Evergreen State College and has received training at the Criminal Justice Training Commission (CJTC), including fingerprint identification and instructor development. For fourteen years, she was the master instructor and coordinator of the annual forty-hour Law Enforcement Records course at the CJTC.
