More about Julie: 

Julie Ubert is currently the Administrative Manager with the Lake Stevens Police Department. Julie began her career in 2004 and her expertise includes police records management, accreditation, policy and procedure, budget planning, and public records disclosure. Currently overseeing Police Records and Volunteers, Julie is also the accreditation, policy, and budget planning manager for the Department.

Julie previously served as the Treasurer for the Washington State Law Enforcement Information and Records Association (LEIRA) and in 2019 received their Lifetime Achievement Award. Currently she is an instructor, locally and nationally, for LEIRA and PRI Management Group.

Julie holds a Bachelor's Degree in Hospitality Management from Washington State University and brings a unique perspective on balancing internal and external customer service.

More about Cathy Munoz: 

Cathy Munoz worked for the Cheney Police Department for 31 years, retiring from law enforcement as the Director of Communications. During her time at the police department, she was responsible for all aspects of the non-commissioned operations of the department including a secondary PSAP and police dispatch center, records, technology, budget and purchasing, training and jail administration.  Cathy served as ACCESS TAC for multiple agencies for 13 years and guided various agencies through twenty-one 100% compliant user and technical audits.  In addition to her police department duties, Cathy also served as the City of Cheney Information Technology Department Director from 2009-2013.  Cathy holds a BA- Education from Eastern Washington University.  Cathy is a WAPRO Certified Public Records Officer, teaches beginner Public Records classes, and serves on the LEIRA Executive Board. In 2021, Cathy became the Records Manager and Public Records Officer for the City of Cheney.
