Join the 2024 LEIRA Executive Board

LEIRA, a member driven organization established in 1985, is seeking motivated and enthusiastic Executive Board members who will make valuable contributions and have a willingness to shape LEIRA’s future!  Executive Board members represent LEIRA’s diverse membership with backgrounds as records specialists, property and evidence technicians, public records officers, and more. Members are welcome to participate regardless of whether they are new to records of law enforcement or a seasoned veteran.

LEIRA is committed to its future sustainability, professionalism, collaboration, high training standards, and networking with our Washington’s criminal justice communities.  Service in these positions is a wonderful opportunity to be involved in the direction of LEIRA and the ongoing educational, planning, and advocacy activities of the association. The Board meets monthly online with at least one in person meeting a year. There is an expectation of Board members for active participation in Board meetings and association events.

By this notice, the LEIRA Nominating Committee announces the annual call for nominations for candidates to fill open positions on the LEIRA Executive Board commencing January 1, 2024. Job descriptions for these positions are posted on the LEIRA website. The following positions are up for election:

  • President - one-year term
  • 1st Vice President - one-year term
  • 2nd Vice President - one-year term
  • Treasurer - two-year term
  • Secretary - one-year term
  • 1st Director - two-year term
  • 3rd Director - two-year term

The following restrictions are in LEIRA’s Bylaws:

  • Presidential candidates must have served at least one full year in an elected position on the Executive Board in the last 2 years
  • Term limits
    • A maximum of two (2) consecutive terms in the same position is allowed.
    • Members are limited to four terms total in each of the positions of President, Treasurer, Secretary, and First/Second Vice President.
    • Directors may not be re-elected unless one year has elapsed since serving in that position.
    • There is no limit on the total number of terms a member may serve on the Executive Board.
  • The offices of First and/or Second Vice President should have an Eastern Washington representative in alternating years

Current members of LEIRA are eligible for nomination. Candidates may self-nominate, or you may nominate someone else with their permission. To nominate a member, please submit the following to Kirsty Jones at [email protected] by August 28, 2023:

  • Completed Executive Board Application (attached) – electronic signatures are accepted
  • Letter of Support signed by the candidate’s Chief/Sheriff or designee supporting the candidacy and the candidate’s increased involvement in LEIRA

The officers of the Association are the President, First Vice President, Second Vice President, Secretary, and Treasurer.

The policy-making body of the Association is the Executive Board. The Executive Board consists of the immediate Past President, officers of the Association, and up to three (3) directors elected by the general membership.  The supervisor of the Washington UCR/NIBRS section of WASPC serves as a liaison officer ex-officio, the appointed Conference Committee Chairperson, and the appointed Training Committee Chairperson all serve as non-voting, advisory members of the board.

President: preside at Association and Executive Board meetings, preside at all LEIRA conferences, appoint ex-officio members and chairpersons of all standing or special committees that are required for the attainment of the gals of the Association; to perform all other duties normally incident to this office; may delegate any of these duties when deemed necessary or expedient to do so.

First Vice President: in absence of or the inability of the President, perform the duties of the President; attend all meetings of the Association and Executive Board and such other duties as may be assigned from time to time by the President or Executive Board.

Second Vice President: in the concurrent absence or inability of the President and First Vice President, perform duties of the President; attend all Association and Executive Board meetings, and perform any duty as assigned by the President or Executive Board.

Secretary: prepare and respond to correspondence of the Association; to serve as Secretary to the Executive Board; record, prepare and distribute the minutes of the Association meetings as directed by the President; maintain an accurate list of the membership and perform any duty as designated by the President.

Treasurer: collect and receive all monies from dues and other sources; pay all accounts established by the Association or by the Executive Board; provided, that the Executive Board may authorize an alternate signature for such purposes in the absence of the Treasurer.

Directors: to attend all meetings of the Association and of the Executive Board, serve as policy-making body of the Association; continuously monitor activities in the Association to assure that policies are being observed; and perform any other duties as designated by the President.

 Liaison Officer (Ex-Officio): to attend all meetings of the Association and the Executive Board; act as liaison between the Washington State Law Enforcement Information and Records Association and the Washington Association of Sheriffs and Police Chiefs.
